For India to US business, Aeroplan on Star partners (including Air India) runs about 90,000 miles one-way with essentially no fuel surcharge, only about $127 round-trip in taxes. That beats Air India's own program, which passes heavy surcharges.
Aeroplan is reachable from US and global flexible currencies (Amex, Chase, Capital One, Bilt), but not from Amex India. Avianca LifeMiles is a similar play with even lower cash (about $86 round-trip).
